Can any super sleuth with the right equipment tell us what he is carrying under his left arm??

I can't say for sure, but I believe it's an Emergency Respirator Mask, AKA Gas Mask. Apparently, there is one under every chair in the House and Senate. Here is a picture of a similar product.
