Richard Nixon was elected in 1968 and was inaugurated in 1969; he did not give his first SOTU until 1970.
I suspect a bit more research will show the same with the others (Carter elected 1976; inaugurated 1977, first SOTU 1978).
Normally the outgoing President gives a SOTU address just before leaving office. Trump did not do that.
I don’t recall ever the outgoing giving a SOTU. Wish it was but I never recall that. See other comment.
They were advertising a Biden SOTU by 23 Feb (tomorrow), but that is not gonna happen.
