I believe the second part of this statement refers to large sums of money given to state election offices to increase get-out-thee-vote efforts ONLY in blue counties. If that isn't illegal, it should be.

And they didn’t really change the “laws” in these states by legislation. In reality they changed to not following the laws as written.

One of the big tech oligarchs donated 500 MILLION dollars to a “non-profit” which enabled the counting of votes in the huge city arenas, instead of in neighborhood precincts. In some, the workers, as young as 16, were paid $65 per hour. It appears that they were very good at following directions.

PA changed its voting laws and violated its own constitution. There is no doubt about it. You may find these articles interesting.
