I think Trump has issued mutiple orders solemnly instructing agency heads in the past to declassify documents and release them to the public.
Had the agency heads adhered to his orders at that time, much deep state misbehavior among career governnment employees would have been made known by now

IIRC the agency heads, rather than faithfully carry out the new mandate, instead retreated into a hazy cloud of regulatory murk. Most likely, they sought and obtained contrary opinions from Trump-hating agency lawyers (i.e., in-house government lawyers) who were perfectly willing to start with the legal conclusion the corrupt agency head wished to receive (namely: The agency should refrain from declassifying) and work backwards from there. In that way, the corrupt agency heads obtained cover for doing next to nothing in response to the executive orders in question.
