Masses of patriots have stormed the Capitol Building after Vice President Mike Pence announced that he will not be standing with President Donald Trump and his supporters. Reporters on the scene say that “thousands” of people have breached the barriers and that there is currently no cellphone service at the building.

I know people keep saying that the VPres has this authority, but where is that coming from. I saw a couple of YouTube videos on it, but nothing with actual legal basis. I think such a call to arms would have to come from Trump himself, if your talking about some symbolic action.
