Maybe. But I could also buy it through a fake identity in another country. Buying websites through a service like godaddy doesn't require any address or identification. I used a brand identity (and optional address) so I could turn over a bunch of domains to the new owners of a brick and mortar business as part of the sale of that business. Godaddy couldn't care less if I was really that business at that address or not. They just take your money.
