I watched part of that hearing. The PA legislators are not happy that their supreme court changed election laws and redistricted the state. That is not within their power.

I believe he is not “in on it” but is aware of it. As a former Defense Intelligence Agency Chief, he knows “where the bodies are buried,” so to speak. And one has to really considered, Flynn has a vast network of loyal friends and Patriots, IMHO.
