Yes, every time you access the internet, your machine can be tracked, not just from the IP address, since that can change, but more from the cookies and such that people allow to be stored on the machine.
However, INSIDE of a piece of software is very different. The type of tracking that you are talking about is commonplace and basically required when you are writing accounting software. You must design the software so that it can maintain an audit trail for every transaction and every modification to a transaction, so you can go back later and see every user that touched it and what they did. Nobody with any decent knowledge of accounting would use your software if it didn’t have that functionality.
However, this level of tracking is not standard outside of accounting software, so it isn’t necessarily going to be included in voting machine or vote tabulation software, even though it obviously should be. I haven’t seen the “guts” of Dominion’s software so I can’t say for certain whether they built it to keep an audit trail or not, but I suspect that would run completely counter to their purpose in creating the software, so I don’t think they would have done it.

I mean, a naive person would assume the purpose of the software was just to count votes quickly and accurately, and was designed for that purpose. Personally, I assume the purpose the software is to manipulate the counting of votes because that is what greasy politicians would prefer and they are the customers for this type of software. I imagine anyone who designed foolproof, accurate software that can’t be manipulated without leaving a trail of evidence behind probably would not be able to sell very many copies of their software, considering the target market for it.
