Yes, leftists have been harvesting votes from mental asylums’, nursing homes, care homes etc for decades.
. Yes, it's nothing new. I saw that when my dad was involved in local politics, as a Republican Committeeman. Evey election the local Dem party would hire busses to bring the people from the nursing homes to the polling places then offer them free lunches.

Forty years ago I was working on a GOP candidate’s campaign, transcribing names to call sheets, and saw dozens of names at the same address. Looked it up, and it was the local state hospital for developmentally disabled. The democrat candidate had registered a bunch of them for the upcoming vote. Went straight to the DA’s office with the evidence.

Told me there’s nothing that can be done, unless the individuals had been legally interdicted. Otherwise, they can vote.
