It was reported here some days ago that only voters who were qualified to vote in the general election can vote in the run-off. So for people to move to Georgia to vote in the run-off would be illegal. Not that that would matter to Democrats or to the election officials.

No need IF THEY ACTUALLY ENFORCE THE LAW. In GA to vote in a runoff a voter needs to have been eligible to vote in the general election which led to the runoff.
