One can look back at a long list of EO by Trump and see that he’s been setting up a game against the Deep State for four years. The trigger hasn’t been pulled yet.

To play devil's advocate, if it was run like a virtual private network, then they'll just appear to be overseas. Whatever servers were being used could have been housed on US soil, but the IP address could be anywhere in the world.
Any EO only matters if those who enforce it listen.
Exactly which bureaucracy will help this President?
When the GOP takes back the house (quite possibly in 2022), they should move to cut funding for a large list of agencies.
I don’t think anything else will get their attention.
