I have never trusted him either. He is/was very good at procedures but on that note, to my knowledge he would not allow POTUS a recess appointment of any kind.
I think this was a deal he struck with McCain, Schumer and Feinstein.
Our beloved President has been treated so shabbily.....we will remember.
