I’m pretty sure he did. He had a Republican Senate and I can’t remember one that wasn’t confirmed.

You don’t remember how long it took for POTUS to get his cabinet in place due to Senate delays? Graham is already suggesting Biden will have no issues. He never gave Trump that courtesy. In fact he threatened POTUS and told him not to fire Sessions because he wouldn’t have time to confirm his replacement.
