Declaring results, as in vote totals via media, that is a rather limited list that skips print and online media (note that New York Times, Real Clear Politics, AP, Politico, and Axios did not make the list. Wonder how they will police this? What about election offices? Some report and I think even tweet results. Will they be blocked?

Now, as for a candidate declaring victory, I seriously doubt that can be or should be stopped. If Trump wants to declare victory, let him! If Biden, well, we can all chuckle.

I don't think anyone's being blocked. They're just including a note that the results reported may not be verified.
