Failure to not put down hard the cities and states that declared themselves sanctuaries has led to this. Letting someone or group thumb their nose at you and you do nothing just empowers them to go farther. Happens between neighbors, gangs, and even nations, like Hitler’s move into the suddeten land. Just the scale is different and the effect is in direct ratio to the size of the radical element. You either go along with that which is against the norm or you fight back.
