Please do tell, Mr Schumer, how does Congress "repeal" a judicial decision? There is no Roe v Wade law, the entire thing rests solely on a couple Supreme Court decisions.

The only way Congress can 'repeal' it is by amending the Constitution, since that's the top-level law that the SC found to deliver this so-called right.

Or, the Supreme Court (not Congress!) can issue a new ruling reversing the old one. Which is the most likely and easiest course to take.
