Yes, of course.

Plus, if the USPS delivers a ballot by the deadline that's lacking a postmark it will be presumed that it was mailed by election day.

No, the consensus I’m seeing is that PA doesn’t require a postmark. So that ballot could be mailed on Nov. 4 or 5 and still arrive in time. I haven’t read the opinion, but that’s what “conservative Twitter” is saying at the moment.

I read that ballots without clear postmarks will be counted.
