Yes, it will, but poor English is not limited to blacks. Appalachian whites have a similar obstacle when they make sentences like this one: "Let me tell you what I seen and what I done about it".

If they want to attack annihilation of something, how about the liberals whose ethos and those who bought it which worked and works to send the American black family into decline and thus increase violence and behavioral problems?
That with the decline of the family in American black culture [1] then the crime rate relative to the overall rate increased. And which was not because the US became more racist or lower economic status.[2][3][4]
Surely there are other factors at work, but just as alcohol abuse can be expected among certain cultures then so behavioral issues can be, and which must be unreasonably discounted in order to blame disciplinary actions all on racism.
