If Biden wins, what exactly has to be done to allow packing the SC???
If the Dems control both the House and Senate, all they would have to do is eliminate the Senate filibuster and pass the change with a simple majority and Biden signs it into law. He then can appoint more justices and the Dem Senate would happily confirm them. Easy peasy.
