It’s important to remember that Democrats picked Joe over a lot of other candidates. You get not only what you want, but what you deserve. He was/is quite literally the very best candidate they could find.
The big question is what did/do they intend to use him for?
It's rather doubtful that the intent is to have him be the wise leader of the world's largest economy and the commander in chief of the best armed forces on the planet.
So what do they want to use him for? Serious question, I invite serious answers...
