Anybody who says he can't breathe while being arrested should be detained, put on an intubator, and held at a prison hospital facility for a month for observation. As a precaution.

There are some excellent facilities at Gitmo for just such a purpose. If any serious complications happen, wheel the patient through a gate into Cuba for their medical care to take over.
