Why does a 5-year-old have a cellphone and privileges to install apps unsupervised?

There are plenty of reasons a young kid could have for having a phone, but no good reasons for that to be unmonitored and unsupervised.

Duh! So they can download apps that ask them to take naked pictures. How will they do that without a phone?
