Intent is to have these two states unable to certify their vote for the Electoral College, and get this fairly close. But Trump might pick up three additional states that Hillary won in 2016, so this ‘trick’ may not matter.
In both cases though...massive lawsuits if people discover their votes didn’t count in the election.
