DeJoy said months ago that he wasn’t making any changes before the election. This judge does not control the day to day operations of the Administrative branch.
Perhaps there are some changes that DeJoy won’t implement until after the election.
But DeJoy has already made a series of “cost-cutting” changes - and this judge is blocking them.
