Lets say the plan is for Biden to name a VP running mate, then before the election Joe cant continue.......does the VP pick move into the general election as the presidential candidate? What are the rules?
They can’t find a VP. He said it would be a woman, then a woman of color. He has boxed them in tightly. The whole Biden program hates the idea of Kamala because she would push him out immediately. He won’t last a few months in office before he has to resign so VP is a big deal.
'Course we're talking about the Democrats so anything is possible. "Rules"? There are no rules anymore.
The National Committee picks the candidate. The VP is not an automatic choice.
The DNC can place anyone on the Democratic ticket they want.
But—they have a problem.

As you can see, many of the states allow early voting _weeks_ before the election, and many Biden supporters will choose to use early voting.
So—if they cast a vote for Biden for President and he is no longer on the ballot, they have still cast a vote for Biden for President—and all the lawyers in the world can’t clean up that mess on aisle three.
A late replacement will mean a guaranteed Trump re-election, since he will be on all ballots and the new Democratic candidate will only be on some of them.
The “October surprise” would be that the Democrats are burnt toast.
“What are the Rules”? The rules are whatever the Democrat Party decides they are. They can do whatever they want prior to the election.

I think, but am not certain, that the DNC chooses the candidate.
Its up to the DNC. There are no rules.
THe only precedent I’m aware of is Horace Greeley. Most of his electors voted for his VP, B. Gratz Brown.
Tom Eagleton comes to mind too. R. Sargent Shriver as VP was approved by the DNC.
