Joe is simply implying that funding Humvee's for use in crowd control makes the police look like "enemies". Therefore, the funding provided for police for "military style" equipment should be redirected.
Like Mogger, I tend to agree with the point Joe was making.
Please remember that local police are controlled by the local politicians who are disinclined to deploy military force when needed. So, for those occasions where these "peaceful protestors" are so far out of hand that a humvee should be employed, let the National Guard step in an apply the extra force.
First, the national guard is expected to behave like a military force.
Second, the police are not, in general, trained to apply the appropriate force.
Third, let the National Guard take the hit for any bad community relations that might occur when heads are knocked around. Eventually, things will cool down and the community will think of the National Guard as the guys who may have over reacted rather than the local police.
