Oh, ... when did the nomenclature "7th U.S. Fleet" come into being?
Uh, FDR did move the Pacific fleet from San Diego to Pearl Harbor in 1940.
As for the Seventh Fleet, it was formed in 1943 from the Southwest Pacific Force. See https://www.c7f.navy.mil/Subs-and-Squadrons/
