If these pallets of bricks are being staged in strategic downtown locations, it should be pretty easy to either:

1. Find the permits and work orders in city hall that approved the construction projects where the bricks are being staged.
2. Find any cameras that show who placed the bricks on these corners if they aren't related to approved projects.

In the case of #1, put a temporary halt on all projects and deny the contractors permission to leave the bricks.

In the case of #2, find the trucks that held the pallets and trace their license plates to the owners.
