The public protests typically happen when the identity of the killer is known but nothing is dona about it. Instead or being arrested, tried and imprisoned they are slapped on the back with an “Attaboy, good kill”
For at least a week Noor refused to cooperate with authorities, and his team was arguing that he feared for his life, sitting in the passenger seat of his patrol car.
