In my opinion the most important person under Mussolini was alberto de stefani. Alberto De Stefani was an anarchist-capitalist whom the fascist Mussolini were FORCED by the bankers to take in. He was removed shortly after the commitments were met by the bankers

Alberto De Stefani despised the fascists saying they're immoral and corrupt. Without him Mussolini would've failed the far sooner then he did.
