18 months is standard, sometimes extended in times of crises. You employer is required by law to present you with your COBRA options when you separate from them, regardless of the reason you separate. For example, when I retired early last year, I used COBRA until the end of the year.

Depending on the size of the company, COBRA may or may not be available. If the company has 20 or more full-time employees, offering benefits, COBRA must be extended to all terminated employees. COBRA costs are 102% of the premium cost. The extra 2% is the COBRA administrators costs.
