Cable TV bundling means they can ride the coattails of profitable channels. They're part of a package deal; part of every basic cable subscription whether you want them or not.

If you have cable TV, then you are.

People don’t understand how cable TV works. The cable companies contract for content. Often providers of content will bundle channels together. To get one program they want they have to carry a bunch they don’t want.

Anyway, CNN gets a small percentage of everyone’s cable bill. A small percentage of millions of subscribers is still a lot of money. That is on top of any money from advertises (and the Chinese government if any). So ratings are not the end all be all in the Cable News business model.
