This is not a conspiracy theory it is the very definition of a police state. for a virus that is not killing any more than a seasonal flu so I guess every year we should just lock things down for six months and let the government control us because we might get sick

If we saw ICUs dealing with the 300,000-600,000 flu patients dying every year, we’d freak out, too, but we don’t and are happy with the deaths.
We don’t have mechanisms to know all those who have or have had COVID-19, so the few few with it in hospitals makes us think it kills everyone who gets it. It doesn’t, at all.
A governor can sign any piece of paper...the question is (besides if it's Constitutional, or not) is enforcement...Rhode Island, due to size, may have the ability to patrol it's entry points much easier than say, Arizona, Texas, etc.

What exactly does “at least 76 positive cases” mean?
If you don’t want to answer the door, you are not obliged to. Just as a cop needs probable cause to search your car, they will still ask. Nothing illegal about that.
Folks around here are so sure of their “rights” they have no idea of their rights.
What if the search consists of knocking on the door and asking if “so and so, who agreed to self-quarantine is in?”

I never hesitate to give my opinion. This shows how quickly the politicians revert to their true mode of action: fascism — the state, and nothing but the state.
Now the folks are prepared for the next time when the guard is activated. Only it will be for a lesser crisis. The time after that, for an even lesser crisis.
Effectively, we are under martial law.
The politicians have killed the economy and endangered our lives. They are incompetent to help us in a crisis, but they are very eager to seize power and rule with an iron fist.
The march to totalitarianism seems inevitable. Government starts out as benevolent, then amasses power, and to keep its power, tightens the screws on the public. The public complains, and government gets a wrench to do further tightening. At some point it crosses the threshold for fascism, but no one calls it that because it took so many years to get there.
The US Constitution was the best we could do. Politicians did everything they could to subvert the Constitution, invalidating its provisions, while professing mendaciously that they respect the Constitution. Example: unreasonable search. If they find you with more cash than they think you should have, they take it. For them, the Constitution is an annoying obstacle, that they just walk around.
Can’t say about other states, but Iowa NG isn’t enforcing any quarantines. They’re distributing PPE and medical supplies from fed stockpiles and other purchased and donation sources.
