Foundations vary from place to place to place. Generally 6 feet deep and two feet thick (steel reinforced) in soil is about the least you'll find, for the shorter (18 foot) bollards.
the thirty foot bollards in the secondary barrier in San Diego had foundations that were observed being poured six feet THICK, and down to meet up with the bedrock.
