I’ve been at my current job for a bit over seven years in IT department.
Among the many hats I wear is issuing equipment.
Our “Frank Burns” got his vehicle broken into while at one of the numerous conferences he goes to when not valiantly working from home.
He was the first one in my era.
The police report looked legit. He was lucky I had a spare on hand.
The Secret Service had a laptop stole from a car in NYC. 2017.
Government laptops are stolen all the time. Thousands of them.

It will be very difficult to determine if the hard drive was cloned.
The laptop and press badge were locked inside the car trunk out of sight.
Sure would be a shame if something happened to the evidence to expose all the crooks, just before he was going public with it.

He probably left it in the trunk. It would be safe there if he were driving a 20th century car, but nowadays, trunks can be opened electronically or by a button in the passenger comparment
Of course it was copied in some manner.
Anyone who steals in this manner has the know how or the friends that can copy a hard drive.
my bet is that this is not a real dark spot with video surveillance in DC.
The surveillance here is NSA and not regularly available to law enforcement.
It is so very unfortunate that in there was/is not video surveillance in the streets actually bordering the White House !
