One thing I learned in the dairy business, which applies to SF - when you leave shit laying around, it will attract flies.
We had a black battalion chief on our department. He had grown up with the black guy who eventually became chief of the department. Before his buddy got promoted he was fired for buying crack while on the job and in uniform.
When his buddy was promoted he was rehired with the union’s support. And somehow he was promoted to battalion chief within just a few years. He was the most incompetent idiot that I ever had the misfortune to work with. After he was promoted he sued the department for “discrimimation”, and actually got some type of award.
