No more reviews. Put two officials in the booth with authority, when unanimous, to make or overturn ANY call. Get rid of coaches’ reviews entirely.

Pro Rugby has a person called the TMO—television match official. If a play is questionable the field ref talks to the TMO and they decide the right call. It seems to take less time than comparable NFL/MLB. They can even go back and determine if a player committed a foul (like say a high tackle) even if it wasn’t called on the field at the time it occurred. Rugby has one referee on the field and two sideline judges who are now called assistant refs.

I also like the ref actually talks to the players. Warns them if they are getting ready to commit a foul and explaining calls that have been made. Coaches don’t get to call for the TMO, the ref makes the call, but they seem to want to make the right calls.
