I am rural and have never had cable. My closest small town doesn’t have a municipal cable committee, or at least, I’ve never heard of anything like that. There is Frontier, some sort of cable/phone/internet company (maybe Verizon?), satellite companies and a local start up that has used Federal broadband grants to extend fast, affordable internet out into the countryside. I use the local provider.

I use a Roku and the internet. No subscription satellite since 2008. DH has a cell and we have a landline.

Perhaps it is at a county level or managed by some other board but usually the cable service is negotiated by somebody on behalf of everybody in the area. If you research I’ll be you find that to be the case.
