Mueller frivolously spent a lot of cash and valuable time trying to find someone, the little man who didn't exist except in someone's imagination.
When I was a child, I had a Mother Goose Rhymes book with one verse that goes something like this:
"Last night I saw upon the stair
A little man who wasn't there.
He wasn't there again today;
Oh, gee--I wish he'd go away!"
Combine this with "The sky is falling!" line of argument, and you've got Mueller's simple, clever approach to frighten the gullible, credulous Trump-torpedoers.
He's goosing them, for sure.
