Sorry if you are too stupid to figure out that you can’t just impanel a grand jury in any old jurisdiction, but you must impanel them in the jurisdiction where the crimes you intend to prosecute were committed. If you do not do that, then you obviously have no intention of actually prosecuting said crimes.
