I always assumed that when they throw the nonsense around about Mary, Joseph and Jesus being refugees that they were referring to the temporary flight to Egypt. Since Joseph was born in Bethlehem, he wouldn’t be considered to be in a different land.
When they fled to Egypt, they still would not be considered refugees. Egypt was part of the Roman Empire at that time and people were free to travel anywhere in the Roman Empire, as difficult as it may have been. I’m also quite sure they didn’t have the laws and barricades that make it clear today that you don’t enter a country illegally.
