Gores appeals for a recount went unheeded . . .
Gore achieved recount after recount, selecting areas where he thought he could get (by whatever means) more votes. When that didn't work, he asked for more and broader recounts that would have prevented the Florida vote from being 'official' until after the Electoral College met. On that basis he would challenge the Florida votes in the Electoral College, demanding that he be made president because he had a majority of the 'certified' votes.
So that line should have been, "Gore's demands for additional recounts were finally denied when the schedule - due to his own delays - ran out."

Or it could have been: but, despite the best efforts of crooked election officials and the Florida judiciary, not enough votes could be fabricated to ensure Gore’s election.
