I can’t remember about DC, legally do yo need both sides permission to record a conversation?
In some states you do & in some states you don’t.

However recording anything In a high security area even having the capability on your person to record is very illegal!

Unless something changed under Obama, the last I heard is that you weren't allowed to record any conversations in any secure area. I'm sure there were exceptions made but they would be documented and all participating parties would know in advance that the conversation was being recorded.

For example, her superior could request and receive permission to record his separation conversation with her as a defense against bogus charges of all sorts. Were that the case, though, there probably would have been a third party present at the time as well.
