The Mexicans coming to El Norte are those Mexico does want. They are the Indios, Mestizos and such. The European elite don’t really want them. This guy I suspect is saying this to whip up some base. What he’s doing is declaring war. This would make it difficult for Mexicans to live here. They become a 5th column in this country.
