It seems there are two principles at work here, both of which are true:

1. If you go into a strange man’s hotel room, the chances that you will be raped are higher than if you just stay in the lobby, maybe significantly higher.

2. If a strange woman comes into your hotel room and you rape her, you have committed a sick, horrendous crime.

“What did you think would happen?“ is a reasonable statement. “You went up there, so no crime was committed“ is not.

I think a more accurate rendering of his viewpoint is “Going to a man’s hotel room shall be viewed as an indicator of consent”, in situations where he claims consent and she claims she didn’t.
