Back in the 80s, I had a long description given to me by a guy who grew up in 1960s/1970s Baltimore. Great atmosphere. Charm. It was a great place to be.
At some point in the 1980s....as cocaine flowed in. It changed. Crime swung up. The affect of DC, the gangs, drug spiral....changed it into a place which isn’t safe. I don’t see why any company chooses to stay there and operate. It’s the Detroit of the east.

You sure illicit drugs had anything to do with it?
I ask because I’ve been told over and over and over again that drugs are a victimless crime and life would be grand if only we could stop trying to being so pure as to tell people drugs are harmful.
