Each diocese is different, but the dioceses in Illinois got out of adoption after the state required same sex adoptions. I'm not talking about any real Catholic diocese. I was talking about the 'catholic charities' group which doesn't seem to be either Catholic or a Charity. It was a huge 'grant' receiver that was fundamental in taking 'refugees' from various 3rd-world toilets and sequestering them with families across the US.

They still answer to the Bishop in each Diocese, as I understand it. My wife and I went to some adoption sessions with them, and a couple seemed to be gritting their teeth as they did not step over any lines. In reality, those folks seemed interested in NOT having adoptions, but having out-of-wedlock mothers and their children as cases. That's ongoing work, and consistent with their training.
