Muzzle loaders only. But it was not uncommon in the age of flintlock pistols to have several of them on your person for multiple shots. I guess that would be considered high capacity today.

When the second Amendment was written, they had their equivalent of state of the art weaponry and even then they STILL didn’t restrict gun use.
Any more than they restricted religion from being part of public education.
