Neither Trump nor any other president is obliged to sign any bill into law that he believes is not in the best interests of the country. That's why he has a veto pen. If a president were obliged to rubber stamp anything that cam across his desk, then the whole idea of separation of powers would be meaningless.

Whatever happened to the line item veto? Everyone wanted in 1992. In one of the debates Ross Perot said “Give it to ‘em so they’ll stop complaining that they don’t have it.”
