This is confusing. So is he leaving the Senate or just not casting another vote. What hes basically doing is denying the Republicans a voting member. Nothing forces him to leave the Senate or vote. He's in till he dies or resigns.

IMHO, what would hasten his departure is a subpoena from the House Intelligence Committee wanting him to testify in person in open televised session concerning his involvement in the Russian Dossier scandal.
He'd resign within 24 hours.
